I, Warden Fewell, respectfully request the Prison Board renew the adult incarcerated housing
with Allegheny County Jail at a flat rate of $177.81 per day.
This proposal is contingent on Board of Commissioners' approval.

The meeting of the Washington County Prison Board was held in the conference room of
was held in the conference room of the Washington County Correctional Facility, at 100 West
Cherry Avenue, Washington, Pennsylvania, with the following members being present:
Commissioners Nick Sherman, Electra S. Janis, and Larry Maggi; President Judge Valarie
Costanzo; District Attorney Jason Walsh; Controller Heather Sheatler and Deputy Controller
Brittany Mosco; Sheriff Anthony Andronas. Also present were County Administrator Daryl Price;
Solicitor Gary Sweat; Chief Clerk Cindy Griffin; Human Resources Director Andrea Johnston;
Warden Jeffrey Fewell and Deputy Warden Chris Cain; Public Relations Director Nicole Ford;
Court Administrator Dan Buzard; Public Defender Rose Semple; Administrative Assistants
Debbie Corson, Heather Wilhelm, Casey Grealish and Randi Marodi.
Mr. Sherman called the meeting to order at approximately 10:45 a.m. and Chaplain
Michael Pierson led the meeting with an invocation.
Mr. Sherman entertained a motion to approve Minute No. PB 03-03-26 dated
March 3, 2026.
Moved by Mr. Maggi to accept the minutes as written. Ms. Janis seconded the motion to
approve Minute No. PB 03-03-26 dated March 3, 2026. The motion was carried with the Board
signifying their approval by stating "Aye."

WARDEN'S REPORT
In Corrections news, Warden Fewell began with statistical highlights from the
past 24 months.
Male population up from 246 to 281- +13%
Female population down from 65 to 51- -12%
Maximum population up from 67 to 83- +20%
Hispanic population up from 5 to 10- +50%
Juvenile population is down from 4 to 2- -50%
Commitments up from 2086 in 2024 to 2123 in 2025- +2%
Releases up from 2178 in 2024 to 2277 in 2025- +4%
Average length of stay remains at 62
Average Daily Population (ADP) up from 342 in 2024 to 353 in 2025- +3%
We are the third cheapest jail in the commonwealth:
1. Venango County @ $61.70 per day
2. Warren County @ 78.91 per day
3. Washington County @ $81.65 per day
4. The average ADP for the Commonwealth is 372, our ADP is 353
The average per diem for the Commonwealth is $139
In other business, Warden Fewell respectfully requested the Board approve an agreement
with Jefferson County, OH for the housing of Washington County juvenile inmates on an
as -needed basis. This agreement includes a rate of $300/juvenile inmate/day, plus $85/school day.
The costs will be paid from the operating budget and will be effective date of agreement and can
be terminated by either party with a 30-day written notice. This proposal is contingent upon
Board of Commissioners' approval.
President Judge Costanzo asked the Warden if this agreement included direct file inmates
and he responded that they are included in this agreement.

Mr. Sherman entertained a motion to accept the Warden's report as presented.
Ms. Janis made the motion, and Mr. Maggi seconded it. The motion was unanimously
carried with the Board signifying their approval by stating "Aye."

Ms. Sheatler presented to the Board for their consideration and approval of the bills dated
March 18, 2026 in the amount of $433,396.81.
A motion was made by Ms. Sheatler and seconded by Ms. Janis, approving the bills dated
March 18, 2026. The motion was carried unanimously with the Board signifying their approval by
stating "Aye."

There being no further business, Mr. Sherman adjourned the meeting at approximately
10:50 a.m.
