The meeting of the Washington County Prison Board was held in the conference room of
was held in Public Meeting Room G17 in the Crossroads Center at 95 West Beau Street,
Washington, Pennsylvania, with the following members being present: Commissioners Nick
Sherman, Electra Janis and Larry Maggi; President Judge Valarie Costanzo; Sheriff Anthony
Andronas and Deputy Sheriff Anthony Mosco; District Attorney Jason Walsh; and Controller
Heather Sheatler. Also present were County Solicitor Michael Cruny; Chief Clerk Cindy Griffin;
Human Resources Director Andrea Johnston; Warden Jeffrey Fewell, Deputy Warden Chris Cain
and Chaplain Michael Pierson; Public Relations Director Nicole Ford; Public Defender Rose
Semple and Human Services Director John Tamiggi; Administrative Assistants Debbie Corson,
Casey Grealish and Randi Marodi.
Mr. Sherman called the meeting to order at approximately 10:33 a.m. and Warden Fewell
led the meeting with an invocation.
Mr. Sherman entertained a motion to approve Minute No. PB 04-13-26 dated
April 13, 2026.
Moved by Ms. Janis to accept the minutes as written. Mr. Maggi seconded the motion to
approve Minute No. PB 04-13-26 dated April 13, 2026. The motion was carried with the Board
signifying their approval by stating "Aye."

BOARD'S RESPONSE

WARDEN'S REPORT
In Corrections news, Warden Fewell requested the Board approve the recommended
dismissal of a correctional employee.

Mr. Sherman entertained a motion to accept the Warden's report as presented.
Ms. Janis made the motion, and Mr. Maggi seconded it. The motion was unanimously
carried with the Board signifying their approval by stating "Aye."
BOARD DISCUSSION
None.
BILLS
Ms. Sheatler presented to the Board for their consideration and approval of the bills dated
May 19, 2026 in the amount of $439,299.09.
A motion was made by Ms. Janis and seconded by Mr. Maggi, approving the bills dated
April 13, 2026. The motion was carried unanimously with the Board signifying their approval by
stating "Aye."
OLD BUSINESS
None.
NEW BUSINESS
President Judge Valarie Costanzo inquired about the practice of farming out incarcerated
individuals to other facilities and questioned whether it would be more cost-effective to
discontinue the practice. Warden Fewell explained that decisions regarding farming out are based
on several factors, including sentence length, medical needs and issues related to addiction and
mental health. He further noted that there are seven classifications of prisoners who cannot be
commingled, such as male and female populations, and that once any classification area reaches
capacity, the next eligible individual must be housed elsewhere.

President Judge Costanzo expressed concern regarding current booking procedures with
these farmed out individuals and others, stating her desire to implement a policy requiring all
individuals entering the Booking Center to be fingerprinted. She emphasized that procedural
changes are necessary to address ongoing issues. District Attorney Walsh voiced full agreement
with this recommendation. Sheriff Andronas provided additional context by describing Allegheny
County's process, which he stated is more effective, and outlined how their system operates.
Mr. Sherman summarized the discussion by asking whether the proposed procedural
changes would require President Judge Costanzo to issue a court order and whether the Board
would need to vote on the matter. President Judge Costanzo and Warden Fewell agreed to meet to
determine what actions are feasible. The Board concluded by agreeing to review
recommendations at the next meeting.
There being no further business, Mr. Sherman adjourned the meeting at approximately
10:50 a.m.
