AGENDA OPENING OF MEETING Request the Board make a motion to revise the agenda by adding two items under New Business. III THE BOARD OF COMMISSIONERS' RESPONSES IV OLD BUSINESS A. BID AWARD — PURCHASING Purchasing, on behalf of Public Safety, requests the Commissioners award the bid contract for general trades for the new public safety building to Massaro Construction Group (Pittsburgh, PA) in the amount of $28,479,000. This includes added alternates of $380,000 for roofing system for walkway and $44,000 for installed heated sidewalks. All costs will be paid with 2024 GO (General Obligation) Bond and capital expenditure reserve funds. This recommended bid met required specifications and was the lowest, most responsive, and responsible bid received. Bid responses were reviewed and recommended for award by Project Management, Purchasing and NAI Burns Scalo. B. BID AWARD — PURCHASING Purchasing, on behalf of Public Safety, requests the Commissioners award the bid contract for mechanical/HVAC for the new public safety building to Lugaila Mechanical Inc., (Pittsburgh, PA) in the amount of $5,374,000. All costs will be paid with 2024 GO (General Obligation) Bond and capital expenditure reserve funds. This recommended bid met required specifications and was the lowest, most responsive, and responsible bid received. Bid responses were reviewed and recommended for award by Project Management, Purchasing and NAI Burns Scalo. C. BID AWARD — PURCHASING Purchasing, on behalf of Public Safety, requests the Commissioners award the bid contract for plumbing and fire suppression for the new public safety building to Wheels Mechanical Contracting & Supplier, Inc., (Elrama, PA) in the amount of $1,800,900. This includes added alternates of $75,000 for a FM-200 system for the data center. All costs will be paid with 2024 GO (General Obligation) Bond and capital expenditure reserve funds. This recommended bid met required specifications and was the lowest, most responsive, and responsible bid received. Bid responses were reviewed and recommended for award by Project Management, Purchasing and NAI Burns Scalo. D. BID AWARD — PURCHASING Purchasing, on behalf of Public Safety, requests the Commissioners award the bid contract for electrical for the new public safety building to Clista Electric, Inc., (Pittsburgh, PA) in the amount of $5,563,950. This includes added alternates of $4,000 for bridge power and lighting, $8,200 for power for heated sidewalks, and deductions of $81,250 for aluminum, in lieu of copper for utility feeds, and $50,000 for a 4-hour generator load bank test, in lieu of a 72-hour test. All costs will be paid with 2024 GO (General Obligation) Bond and capital expenditure reserve funds. This recommended bid met required specifications and was the lowest, most responsive, and responsible bid received. Bid responses were reviewed and recommended for award by Project Management, Purchasing and NAI Burns Scalo. Page 2 E. BID AWARD — PURCHASING Purchasing, on behalf of Public Safety, requests the Commissioners award the overall bid contracts for the construction of the new public safety building in the total amount of $41,217,850 and will be paid with 2024 GO (General Obligation) Bond and capital expenditure reserve funds. All recommended bids met required specifications and were the lowest, most responsive, and responsible bids received. Bid responses were reviewed and recommended for award by Project Management, Purchasing and NAI Burns Scalo. V NEW BUSINESS A. AGREEMENT — CHIEF CLERK Chief Clerk, on behalf of the District Attorney, requests the Commissioners approve a PCCD (Pennsylvania Commission on Crime and Delinquency) subgrant agreement with SPHS Care Center STTARS Program for the STOP Violence Against Women Act grant. This grant agreement is in the amount of $62,500 and will be for the period January 1, 2027 through December 31, 2027. B. AGREEMENT — CHIEF CLERK Chief Clerk, on behalf of Adult Probation, requests the Commissioners approve a personal service agreement with Andrea Valega-Borkowski for CRN (Court Reporting Network) evaluation services. This agreement is in the amount of $30/completed evaluation, is effective date of agreement, and will continue until terminated by either party with a 30-day written notice.
